SUBJECT: Late item for your meeting with General Powell
STAT
We need a decision from General Powell on whether CIA can
begin discussing the Cohen-Boren bill at staff level with the
Senate Intelligence Committee. The NSC staff has made it clear
that they do not want us to negotiate with the Committee on the
bill. We believe, however, that it would be reasonable to offer
to assist the Committee in redrafting the more objectionable
parts of the bill as long as we make clear that we cannot in any
way guarantee Administration support for the changes. A
complete refusal on our part to talk with the Committee would,
in all probability, result in its swift passage of the bill in
its current form with otherwise fixable provisions remaining
unchanged.
