writing to Mr. Carlucci on the subject of verification
assessments.
Our response as ou know, was delayed in part while
Mike suhin and worked out a revision to the
memorandum for Mr. Carlucci.
I have signed our enclosed verification assessment
correspondence, and Owill ensure that it and this note
are delivered to you.
Actually getting these verification assessments done
will not be easy, but it is clear we have to get on with
this nor k.

U.S. ARMS CONTROL AND DISARMAMENT AGENCY
Kenneth L. Adelman is Director of the U.S. Arms Control and
Disarmament Agency. Nominated by President Reagan in January
1983 and sworn into office on April 14, 1983, Ambassador Adelman
is by law principal advisor to the President on alms control
matters and is responsible for preparing and backstopping the
American position in arms control talks.
Before assuming his current position, he was Deputy U.S. Permanent
Representative to the United Nations with the rank of Ambassador
Extraordinary and Plenipotentiary. He served in this position
as deputy to U.S. Permanent Representative to the United Nations
Jeane Kirkpatrick from 1981 to 1983. In this capacity, he headed
the U.S. delegation to the Second Special Session on Disarmament.
From 1976 to 1977, he was Assistant to the Secretary of Defense.
He has also served with the Agency for International Development
(1975-1976), the Office of Economic Opportunity (1970-1972) and
the Department of Commerce (1968-1972).
From 1977 to 1981, Mr. Adelman was a member of the Strategic
Studies Center at SRI International (Stanford Research Institute).
He also taught courses on Shakespeare at Georgetow-~ University
and on African studies at Catholic University of America. His
articles and reviews have appeared in Foreign Affairs, Harpers,
The New Republic, The New York Times, The Washington. Post, and
The Wall Street Journal.
From 1972 to 1975, he lived in Kinshasa, Zaire, where he conducted
research. He also served as translator for the Ali-Pcreman cham-
pionship heavy-weight fight and participated in the Three-month
river expedition on the 100th anniversary of Stanley's trip down
the Congo River. He is an ardent collector of a^d expert on
African art.
Ambassador Adelman received his Ph.D in political ~~~eory from
Georgetown University in 1975. He also holds a Mastery of Sci@nce
degree in foreign service from Georgetown (1969) and a Bachelor
of Arts in philosophy and religion from Grinnell College (1967).
He was born on June 9, 1946 in Chicago, Illinois aad is married
to the former Carol Craigle. They reside in Arlington, Virgina,
with their two daughters, Jessica (11) and Jocelyn (3).

Arms Control and Disarmament Agency (ACDA)
ACDA is an independent policy agency housed within the Department of
State. The agency, which has about 250 employees, recently celebrated its
25th anniversary. Ken Adelman is the eighth Director of the agency. Previous
Directors include: Fred Ikle, Paul Warnke, and Eugene Rostow. Verification
of all arms control agreements is a particular focus for ACDA under Adelman.
The ACDA Charter
Arms control is no longer an intermittent enterprise as it once was. It
has become a central and continuing concern of governments and an integral
aspect of foreign policy and national security. Thus, the United States--the
first government to do so--established by statute a separate agency in 1961 to
deal with disarmament issues.
In establishing ACDA as an independent agency of the Executive Branch,
the Congress specifically charged it with four primary functions:
(1) The conduct, support and coordination of research for arms control
and disarmament policy formulation;
(2) The preparation for, and management of, US participation in
international negotiations in the arms control and disarmament field;
(3) The dissemination and coordination of public information concerning
arms control and disarmament; and,
(4) The preparation for, operation of, or--as appropriate--direction of
US participation in such control systems as may become part of US
arms control and disarmament activities.
Subsequent changes in ACDA's Charter have broadened the role to include
participation in US Government decisions on arms transfers and on the export
of nuclear materials and related technology.
