SUBJECT: National Foreign Intelligence Strategy: Objectives and
Priorities
1. Pursuant to the approval of subject document by the NFIC on 2 October,
the enclosed memorandum with attachments is forwarded for review and signature
by the DCI. Modifications based on NFIC comments are contained e
attachments. They are underscored for ease of reference.
2. Distribution of the finished document, especially with respect to the
Congress, has not been addressed. I suggest that we discuss this matter with
the DCI at the next Thursday afternoon meeting. As you know, Congress expects
some further version or refinement of the Strategy to be delivered as a part
of the next budget cycle. Also, the Executive Summary of the Strategy
indicated that follow-on studies which would implement the broad-brush
concepts of the Strategy would be forthcoming. Congress on occasion has asked
when these "studies" would be completed. The Objectives and Priorities, if
delivered to Congress, could serve to offset the need to revisit the Strate
early next year, and "answer the mail" regarding the follow-on studies.
3. If the DCI does decide to send the Objectives and Priorities document
to the Hill, then I would suggest that he announce this decision at a
forthcoming NFIC/NFIB meeting.

SUBJECT: National Foreign Intelligence Strategy: Objectives
and Priorities
1. Action Requested: That you sign the attached Forward to the
Objectives and Priorities document approved by the NFIC on 2 October.
2. Background: NFIC members approved the document subject to minor
changes proposed at the meeting. Consequently, the Foreward attached for your
signature (Tab A) contains a new paragraph noting the importance of non-NFIP
programs such as Foreign Service reporting. New paragraphs have also been
added to the Introduction (Tab B) to describe the document's relationship to
efforts such as the FIRF, the NITS, and the DCID 1/2 statements. Finally, for
your information Tab C includes four pages extracted from the body of the
document. These pages reflect the changes advocated by NFIC principals. For
ease of reference, the new language contained in the tabbed pages has been
underscored.
3. Please note that in the Introduction, a footnote indicates that
demands related to covert action (which has been included as an objective)
will be addressed separately.
4. When produced, the Objectives and Priorities will appear in format and
finish as a companion document to the National Foreign Intelligence Strategy.
