The DCI briefed Clark on his testimony tat a ternoon; he said it went well. Representative Fowler raised some points of contention but on the whole the DCI felt good about the session. Chad. The DDCI gave a situation report. President's Trip to Mexico. The DCI reviewed preparations for the President's trip to Mexico and his meeting with de la Madrid. Clark commented that things seemed to be going along OK and that the NSC on 9 August will focus on the trip. NSDD-84: Nondisclosure Agreement. The DCI said he believed that his concerns a out the Nondisclosure Agreement for SCI materials had been worked out satisfactorily. Clark was not clear about the issues of concern. The DDCI explained the DCI's concerns and Clark was satisfied. Soviet CC&D. Clark passed to the DCI a memo from the President based on Anne Armstrong's suggestions on what we should be doing on the topic of Soviet camouflage, concealment and deception. The DCI commented to the effect that we have already increased our focus on these topics and it was not appropriate for PFIAB to micro-manage. The DDCI encouraged Clark to weigh-in in support of State being considered a national security agency for consideration of budgetary and personnel strength issues. Clark said that he would and that he would send his next communication to the President and not to Stockman. -- DCI Leave. DCI said he was planning to take leave on Monday and asked Clark if that looked OK to him. Clark said he thought that would be fine.
