ACT
Committee on the District of Columbia: Ordered report-
ed H.R. 6007, to establish certain procedures regard-
ing the judicial service of retired judges of District
of Columbia courts.
MISCELLANEOUS MEASURES
Committee on Energy and Commerce.-. Subcommittee on
Commerce, Transportation and Tourism, approved
for full committee action the following bills: H.R.
5305, amended, to protect consumers and franchised
automobile dealers from unfair price discrimination
in the sale by the manufacturer of new motor vehi-
cles; and H.R. 5929, to. amend the Federal Trade
Commission Act to make the sale of distribution in
or affecting commerce or the production for sale or
distribution in or affecting commerce of counterfeit
goods or services an unfair or deceptive act or prac-
tice and an unfair method of-competition and to au-
thorize the Federal Trade Commission to initiate sei-
zure actions in such cases.
INTERNATIONAL SATELLITE ISSUES
Committee on Energy and Commerce: Subcommittee on
Telecommunications, Consumer Protection and Fi-
nance continued hearings on International Satellite
Issues, including consideration of the following bills:
H.R. 4464, International Telecommunications Act of
1983; and H.R. 5724, Satellite Communications Com-
petition Act of 1984. Testimony was heard from the
following officials of the Department of Commerce:
Malcolm Baldrige, Secretary; and David J. Markey,
Assistant Secretary for Communications and Infor-
mation; William Schneider, Jr., Under Secretary for
Security Assistance, Science and Technology, De-
partment of State; and public witnesses.
ARMS CONTROL IN U.S. DEFENSE POLICY
Committee on Foreign Affairs: Concluded hearings on
the role of Arms Control in U.S. Defense Policy.
Testimony was heard from Representatives Gore,
Markey, Solomon, Courter, and Dicks.
RECENT DEVELOPMENTS IN THE MIDDLE
EAST
Committee on Foreign Affairs: Subcommittee on
Europe and the Middle East held a hearing on
Recent Developments in the Middle East. Testimo-
ny was heard from Richard W. Murphy, Assistant
Secretary, Bureau of Near Eastern and South Asian
Affairs, Department of State.

HUMANITIES-EEOC GUIDELINES
Committee on Government Operations: Subcommittee on
Government Activities and Transportation held a
hearing on the National Endowment for the Hu-
manities-EEOC Guidelines. Testimony was heard
from William Bennett, Chairman, National Endow-
ment for the Humanities; Clarence Thomas, Chair-
man, EEOC; Donald Devine, Director, Office of
Personnel Management; Mary Berry, member, Civil
Rights Commission; and Arthur Flemming, Chair-
man, Citizens Commission on Civil Rights.

Government Information, Justice, and Agriculture
approved for full committee action amended H.R.
5164, Central Intelligence Agency Information Act.
OVERSIGHT-DOD CONTRACTS
Committee on Government Operations: Subcommittee on
Legislation and National Security held an oversight
hearing on public relations costs charged to DOD
contracts. Testimony was heard from Senator Pryor;
Frank C. Conahan, Director, National Security and
International Affairs Division, . GAO; Fred J.
Newton, Assistant Director, Policy and Plans, De-
fense Contract Audit Agency, Department of De-
fense; Donald E. Sowle, Administrator, Office of
Federal Procurement Policy, Office of Management
and Budget; and a public witness.
ATTORNEY'S FEES
Committee on the Judiciary: Subcommittee on Adminis-
trative Law and Governmental Relations held a
hearing on H.R. 5196, to amend section 3718 of title
31, United States Code, to authorize contracts retain-
ing private counsel to furnish collection services in
the case of indebtedness owed the United States.
Testimony was heard from Senator D'Amato; Rep-
resentative Moody; and public witnesses.

TERM RESTORATION ACT
