SUBJECT: Revision of DCID 1/14 and Definition of SCI
REFERENCE: Memorandum for SECOM Members (SECOM-D-304) dtd 26 Dec 85
Subject: Revision of DCID 1/14
1. Discussion at the 15 January 1986 SECOM meeting indicated that
members agreed to the proposed revisions of DCID 1/14 disseminated by the
referenced memorandum. I proposed a new definition of SCI at the meeting. It
is:
"SCI is classified intelligence information concerning or derived
from especially sensitive sources, methods or analytical processes;
it is required to be handled exclusively within formal control
systems established by the Director of Central Intelligence."
2. Members are requested to advise the staff of their concurrences or
comments on. this definition. Those members not responding by 5 February 1986
or requesting additional time will be deemed to concur in the proposed
revisions to include the new definition.
