The following is the agenda for the next cited subject meeting scheduled
for 1300 hours, 2 December 1986, in Room 6100 Department of Justice.

1. *Approval of minutes of 30 October 1986 meeting.
2. CIA position relative to ORCf1N crntrnlc under OCID 1/7 policy
presented by guests Messrs
3. Discussion of DCID-related items:
a. Discussion of DIA memo dated 13 June 1986 regarding NOCONTRACT
controls (DCID 1/7)
b. Discussion of NSA-proposed revision of paragraph 35.h (DCID 1/19).
*Mr. David Major, NSC, requested that the minutes of the 30 October
meeting be revised to clarify his comments. He requested that the statement
concerning "a rollback from the NSDD 196 position" be deleted and the
following remarks be attributed to him:
"The NSC member, Mr. David Major, stated the foregoing was consistent
with NSDD 196. Producers of certain types of intelligence would exercise
their discretion in control of the parameters of the polygraph program.
Cabinet officers and department heads would approve application of the
program, to be random and/or criteria-driven."
