MEMORANDUM FOR: Chief, Community Counterintelligence Staff
FROM:
Chief, Policy Branch/PPS/OS
SUBJECT: Comments Regarding Draft Sections
III, IV and V of Presidential Report
The Counterintelligence Staff has provided you with the
bulk of the CIA comments regarding these sections. To confirm
our telecon of 4 June, I have the following additional comment
25X1 which has been coordinated with , Executive Officer/OS:
Sec V, page 6, paragraph number 6: This paragraph places
the major share of the blame for personnel security
shortcomings on a lack of a comprehensive national policy.
25X1
We do not agree. Inadequate resourcing
bare-bones programs which had little
education, reinvestigations, continuing
programs, a sufficient number of
and research and development.
room for improvement in national
see existing policies as being
funding problems and the resultant
has resulted in
room for security
reliability
polygraph examinations,
While we agree that there is
security policy, we do not
so deficient as to outweigh
atrophying of these
important personnel
security programs.
