SUBJECT: Intelligence Community SCI Forum
1. Attached for your background are:
a. SIG(I) Directive #2, approved by Chairman SIG(I) on 5 June 1986.
The SIG(I) structure assumes many functions formerly performed by SECOM.
b. DCID # (TBD) setting up the Community Counterintelligence and
Security Countermeasures Staff (CCISCMS). . It provides that the CCISCMS
structure will include a forum for senior Intelligence Community security
managers to deal with matters explicitly related to DCI responsibilities
for intelligence source and method protection under the National Security
Act of 1947 and relevant executive orders. The draft was sent to SIG(I)
and NFIB members for review on 5 June 1986.
2. Attached for your review and comment is a draft memorandum
establishing the forum. I have no preconceived thoughts on what the forum
should do and be except that, as indicated above, it must recognize and not
duplicate the SIG(I) structure and tasks. Participants must be able to speak,
within reason, for the organizations that they represent. My preference is to
keep the implementing memo brief and no more specific than necessary to get
the forum started. Please let me have your comments and, if possible, your
agreement by 18 June 1986.
3. Please note that the forum would omit DUSD(P), Justice and Commerce,
given its much restricted role. Participants will, again, be expected to be
security element managers able to play active parts and to speak for their
organizations.
