SUBJECT: IG/CM(T) and Committee Membership
1. The countermeasures arena has been restructured by SIG-I Directive
No. 2 approved by the Chairman, SIG-I, on 29 May 1986 (copy attached). It is
time, consequently, to commit personnel to the IG/CM(T) and its two
committees, Technical Surveillance Countermeasures Committee and Technical
Countermeasures Committee. Membership of the IG/CM(T) and its committees was
specified in the SIG-I Directive.
2. Senior officials who can speak for you and commit resources are
required to do the job correctly. I urge you to assist personally in
selecting your organization's nominees for these positions. Additionally,
please note that your representative serving on the IG/CM(T) is to be at least
equal or senior to your representatives serving on the subcommittees This may
be the same individual performing multiple duties if so desired. In
forwarding names, please bear in mind that the collective success of the
IG/CM(T) and its committees will be reflective of the quality of the
participants. Furthermore, I may seek additional participation on the
IG/CM(T), or either of its committees, from other government organizations in
order to share existing research and expertise that could he beneficial to
accomplishing the tasks before us.
3, Deputy Director for Intelligence, National
gency, will chair the Technical Countermeasures Committee; and
Deputy Director for Physical and Technical Security, Office of
ecuri y, Central Intelligence Agency, will chair the Technical Surveillance
Countermeasures Committee. Charters for the two committees are being drafted,
and I anticipate an organizational meeting of each before 4 July.
4. Names for representatives to both committees and the IG/CM(T) itself
should be forwarded, telephonically or by lettPr_ to the IG/CM(T) Secretariat,
not later than 20
