Many thanks for sending me a copy of your Johns Hopkins speech. I
enjoyed it thoroughly, especially because one so rarely reads speeches with
a historical bent by public officials. I hope it was well received. It
should have been.
I very much regret that I have had to cancel my participation at the
dinner being held in your honor by Graham Allison at Harvard on the 27th.
I have a major budget hearing with the Senate Select Committee on Intelli-
gence early the next morning, thus forcing me to choose between the
pleasurable (the dinner at Harvard) and the obligatory (the Senate). I
really wish I could be there.
