McFarlane Assistant to the President for National Security Affairs We sometimes get so preoccupied with current developments such as Lebanon or the Soviet succession that it is hard to lift our sights to longer range problems. The attached assessment, Population, Resources, and Politics in the Third World: The Long View, represents an effort to look ahead to serious problems that will confront the US years from now. It deals with trends in population, urbanization, resources, water and food that are unlikely to be seriously deflected in the coming years. We believe these problems will prompt many Third World leaders to opt for authoritarian governments that, regardless of ideology, may look more to the Soviet Union because of its appeal as a model police state than to the US as an economic model.
