MEMORANDUM FOR: Director of Central Intelligence

SUBJECT Scenarios for Dramatic Change/The Machinery
of Takeover
1. Attached are the next two papers on the machinery of
takeover that you asked.us to do several months ago -- these are
on Peru and Morocco. With this package we will now have
completed Peru, Morocco, Mexico, Pakistan and the Philippines.
We owe you a final one on Egypt that will be ready in about three
weeks. What do you think of publishing these in a single
hardcovered document titled something like "Scenarios for
Dramatic Change in Key Third World Countries"?
2. A fair amount of work has gone into these and it seems
to me that they are sufficiently provocative -- and the lists of
indicators cogent enough -- that they would be useful for
analysts in other intelligence agencies as well as for policy
people. Your reaction?
