As you recall, we agreed last year to detail to you to
conduct research at the Center for Naval Warfare studies as the culmination of
his work on Soviet combat models. His work since we last corresponded now
leads me to believe that the interests of our two organizations would be
better served if he discontinued his participation in the Advanced Analyst
Development Program early and applied his findings to a number of Soviet naval

This, of course, would mean that) will not be available to the 25X1
Center for War Gaming for the six month period which we had previously
discussed. It is my understanding that Captain Brisbois concurs is
change. I would encourage you, neverttheless, to call upon for 25X1
brief visits to the Newport area whenever you see fit. I believe, for
instance, that your staff will find the results of his future efforts in such
areas as Soviet SSBN/SLBM operations, antiship cruise missile targeting, and
C-cubed to be both interesting and practically useful. 25X1
issues being addressed by our Office of Scientific and Weapons Research.
