Prillaman Director Operations, J-3 Directorate Joint Chiefs of Staff 1. On behalf of CIA I would like to request permission for two of our analysts to participate as observers in the excise, The proposed observers, are 25X1?5X1 responsible for analyzing Soviet strategic exercises, command and control capabilities and military doctrine. They also oarticipate in several projects 25X1 2. has met with Col. Robert Amos of the Joint Exercise GJ..I Division o the Joint Chiefs of Staff who believes our pa.rtic' ation would be mutually beneficial. As observers, would attend 25X1 solely for their own professional advancement. There is no intention by CIA to issue a critique of the exercise. 3. Subject to space and security constraints I would hope our analysts could have full access to the exercise including pre-exercise briefings, '24-hour access to the NMCC and other Washington area facilities, and to Post-exercise evaluations. Both analysts are cleared for Top Secret SI/TK/G I understand that temporary SIOP 4. Participation of this sort by agency analysts can contribute greatly to their appreciation of how strategic operations are planned and conducted in something approximating the 'real world.'
