Enclosed is a response for your signature to Director,
Intelligence Community Staff, concerning Community participation
in OCMC. The memorandum, prepared jointly by the DI and the
DS&T, indicates that the Agency strongly supports a Community
role in OCMC and that we are DreDarpel to assign several officers
to OCMC starting in FY 85. 25X1

Manning of the SIGINT Overhead Collection
Management Center (OCMC)
REFERENCE

1. I am pleased to respond to your memorandum (reference)
with an outline of our projections of OCMC manning by CIA
personnel. We wish to participate fully in the OCMC, and we
believe that assigning_CTA personnel to OCMC is the best way to

DS&T officers. We also are prepared to provide positions for all
CIA individuals assigned to OCMC. Such assignments to OCMC would
be on a two year rotational basis, which would be in keeping with
the arrangement made for DS&T officers who are now 25X1
assigned to OCMC for Program B representation. 25X1
3. One of our DI people would be a GS-14 or GS-15, suitable
for the position of Deputy Chief of the Requirements and
Evaluation Directorate or for a branch chief position within this
directorate (assuming the organizational structure in the current
version of the CONOP or concept of operations paper). Another
individual, in the GS-9 to GS-12 range, would be suitable for a
position in the Requirements and Evaluation Directorate. 25X1
4. For the DS&T positions, we propose that several people be
assigned to the OCMC in positions at the GS-9 to GS-15 level.
These individuals would be familiar with the operation of
overhead systems for which CIA has management responsibilities

5. The timing and availability of CIA positions a

personnel not already assigned to the OCMC will depend partly on
the resolution of the FY-1985 budget now before Congress. For
that reason, we expect that we will need a few months beyond the
beginning of FY-1985 to bring the CIA staff complement for OCMC
commitment to this essential Community enterprise.vil our
