Objective. The objective of this memo is to establish the goals and program for the DI for its participation in the Global Force Trends Data Base program and its development of military trends data bases. This effort will be referred to as the DI Global Force Trends Data (GFTD--nicknamed "Gifted") program. Improvement in our analysis of military forces and maximum use of contractor support to minimize . adverse impact on DI analysts are important objectives of the DI's GFTD 2. Background. The work already accomplished during the Land Armaments and Manpower Model (LAMM) project and the interagency cooperation on GFTD provide a framework for further military forces data base building efforts. 26 July 1984 a. LAMM. CIA, DIA, and the US Army have developed a data base for Soviet and non-Soviet Warsaw Pact Ground Forces. This effort included an interagency coordinated data base (LAMM) and associated software (LION). The LAMM data base contains 25X1 25X1 software provides the automation tools necessary to analyze the data. SOVA also has completed the creation of a data base--called VARQ--for using the LION software. 25X1 This VARQ data base does not yet-have projections, but DIA and SOVA working toward that end. EURA and DIA are also developing 25X1 data base using the LION software. b. GFTD. The Department of Defense has been a heavy user.of the. LAMM data base and sees the LAMM program of data base development and coordination as a-guide for additional data base building efforts. This effort yes called the Global Forces Trends Data (GFTD) program. A steering committee exists to provide overall guidance and direction. A working group,will manage the details of data base development and maintenance: o GFTD MOU. The DDI has signed an interagency memorandum of Approved For Release 2008/05/12 : CIA-RDP89B00423R000200200047-1 Approved For Release 2008/05/12 : CIA-RDP89B00423R000200200047-1 CONFIDENTIAL understanding for the GFTD program which provides for: --CIA representation on the GFTD Steering Group. --Appointment of a working group co-chairman of ASG). --Access to CIA intelligence files on a case-by-case basis to facilitate the data base development effort. --Participation in country/regional working groups. --Support of development of improved analytical techniques and methodologies. --Continued cooperation with LAMM participants in the update and maintenance of that data base and participation in the annual update of GFTD data bases once they are created. o Data Base Development Support. PA&E is willing to provide data from its Defense Force Planning Data Base and help fund data base building efforts. o Basic Principles. These principles were set forth in the GFTD MOU and are to serve as goals for the development of the GFTD program. --This effort will build on the accomplishments of LAMM. --Government agencies participating in the development of GF.TD shall have full access to the the data base, including the details of the data, data documentation (within the constraints of security restrictions), pertinent computer program software, and all "master files." --Release of GFTD files to non-participating agencies requires approval of the GFTD Steering Group. --Automation costs responsibility of individual agencies but participants to share burden of developing and maintaining GFTD. --A GFTD "master file" reflecting agreed assessments shall be created and maintained for each national force. This master file shall be updated annually to reflect s coordinated changes in assessments. 3. DI Data Base Developmental Guidelines. These guidelines shall be used within the DI for the development of force analysis data bases: a. The creation and use of such data bases must facilitate our analysis and production of intelligence. This effort should also be used to further develop, train, and share military analysis skills within the DI. To maximize the analytical value of this effort, the data bases must be compatible and support multidisciplinary and comparative force analysis. Specifically, these data bases must support regional force comparisons, force projections, and military-economic analysis. Maximum use of contractor support is encouraged for development and loading of force-trends data and sharing the costs of data development and coordination and the sharing of the burden of substantive update of the data with other agencies are desirable. b. Development will be in phases, building on the accomplishments of the LAMM program and the data base building efforts of EURA, expanding as resources become available and as our consumers identify additional requirements. 25X1 c. Data bases will be kept at lowest classification possible, not to exceed SECRET NOFORN ORCON. All-source data are to be used, however, in data base creation and used to maintain a hard copy substantive documentation of the data base. Procedures for handling compartmented informatio have been established. 25X1 within SOVA as part of the LAMM effort and are available to guide new data base development. Furthermore, automated procedures exist within the LION software for sanitizing a data base and such capabilities will be maintained for use where a higher classified data base for internal CIA use is desired. DI force-trends data bases will be provided to GFTD and, as part of the overall GFTD data base, be further disseminated in accordance with GFTD rules. The DI retains, however, the option to disseminate DI-generated data bases to its customers without prior consultation with GFTD. d.
