1. The appropriate officers in NESA and I have reviewed STAT
draft and find no classified information within it. In the few cases in an
earlier draft where we had questions concerning classification hasSTAT
provided satisfactory answers.
2. I have talked to concerning my personal view that it is STAT
inappropriate to publish an article on the outside which is clearly a spin-off
of research that was done for an office publication. I believe that
STAT
understood my strong concern on this matter, but she was also
informed at this was my view and it was not sufficient to deny outside
publication if she opted to go forward -- which she now has.
3. Thus, I find no reason to deny publication of this article outside
the Agency, and I reluctantly recommend that you approve.
