General Ryan:
I'm pleased to advise you that we have identified an officer to serve
economics, respectively, from the University of Notre ~Dame ~andyAmerican
University. He joined CIA in 1965 and immediately began what became his
career specialization in international military trade. He initially
worked in our Office of Economic Research; more recently his expertise in

study of the military and his extensive work onvarmsttrade have given him
a good understanding of the CIA's make-up and the workings of military
organizations, both of which should make him very useful to your
command. He is eager for this assignment, and we believe he will do a
good job for us and for you. We will be happy to detail to your
command on a nonreimbursable basis for a two-year period eglnning in
August 1984.
Let me say again how grateful we are for MAC's support and that we
look forward to continuing our close relationship with MAC.
