SUBJECT: Concurrence in Definitive Contract No. FL-3011
with Westinghouse Electric Corporation, Baltimore,
Maryland - Project EQUINE.
1. Definitive Contract No. FL-3011 replaces Letter Contract
No. FL-3011 approved by the Director of Central Intelligence by
memorandum dated 29 July 1955. The Letter Contract obligated
$500,000. of Fiscal Year 1956 funds chargeable to Appropriation
21x6889.
2. As Project AQUATONE developed since the execution of
Letter Contract No. FL-3011 and decisions were made as to the
operational requirements of the equipment, the precise nature
and quantities of the equipment were correspondingly defined.
Accordingly the Schedule of the Definitive Contract sets forth
these current requirements which total $1,080,455, leaving a
balance of $580,4155 to be obligated out of Fiscal Year 1956
Funds, chargeable to Appropriation 11x2150.
3. The Definitive Contract is a fixed-price type with
provision for redetermination of the price during the perform-
ance period of the contract and as soon as practicable after
1 March 1956. The scope of this contract provides for the
design, fabrication and delivery of a high resolution, single
channel side looking radar equipment and related items for use
in high altitude aircraft. Subsequent contractual arrangements
will be negotiated for additional spare parts, an antenna for
Item 2, and additional engineering, liaison and maintenance
services.

4. Approval of Definitive Contract No. FL-3011 and execution
thereof on behalf of the Agency by the authorized Project Contracting
Officer is recommended.
