SUBJECT : Concurrence in Amendment No. 7 to Contract No.
3P-1915 with Lockheed Aircraft Corporation,
Burbank, California, OARFISH, Project GUSTO
1. This memorandum contains a recommendation submitted for
approval of the Deputy Director (Plans). Such recommendation is
contained in Paragraph 6.
2. Contract No. SP-1915, Section C, covers design studies
and tests for Project GUSTO for the period 1 July 1957 through
1 September 1959? Final prices for Sections A snd B were pre-
viously established.
3. Amendment No. 7 establishes the final price for Section C
or an amount of $1,297,000.00. Details of the negotiation are
contained in a Memo For The Record dated 1 December 1959 (DPD-8220-59)?
4. This Amendment No. 7 results in a net decrease of $14,807.00
which should be liquidated from 1959 GUSTO funds previously obligated.
By concurrence to this memorandum the Comptroller signifies that funds
have been liquidated as provided above.
5. Certification of funds for this contract will be handled
under the procedure approved by the Director of Central Intelligence
on 15 December 1956 which, in effect, results in all covert expenses
involving issuance of Treasury Checks being accumulated in a separate
account within the Finance Division. The amounts in this account will
be periodically scheduled for certification of the vouchers by the
Director. This procedure eliminates the necessity for a separate
certification of authority under Section 8(b) of Public Law 110, 81st
Congress, (formerly 10(b) see 85-507 dtd. 7/7/58) for each contract.

6. Approval of Amendment No. 7 to Contract No. SP-1915
