AL lBQQ hrs. , Z1 December 2964, Mr. Hugh Cumming, Department
of State, called the undersigned and informed him that OperaNan
triad been approved by the Secretary of State and Mr. Merchant.
Mr. Cumming stated the Secretary was mast enthusiastic and hoped
that as many missions as passible could be performed between aow and
January. The Secretary gave Mr. Cumming full authority to approve
any future missions during the ;Secretary's absence owr the Holidays.
