In view of the conversation in the President's office
prior to the special meeting which took place this morning
at 8:30, I believe that you are fully authorized to proceed
with a pram of improvements to the system which was
discussed with the President. I would like to suggest that
you and your associates, in carrying out this decision of
the President, consult with Dr. Land, as a member of the
panel on reconnaissance satellites, which I had appointed
at the direction of the President, since he is aware of
specific measures which could lead to the desired result.
