SUBJECT: Briefing of the Board of National Estimates, 19 May,
on U-2R Export Scheme
1. At the request of I briefed the Board of
National Estimates for something more than an hour the morning of
19 May, and answered their questions, as best I could, on the manner
in which the program would proceed if approved.
2. There were no major surprises from their questions, although
they did ask repeatedly for an idea of the basic reasons underlying
our attempt to get this scheme underway. I responded to their questions
along these lines:
a. Our basic idea was to proliferate the capability openly
in certain selected countries where it might be to our mutual
advantage to have a high altitude reconnaissance capability.
b. The proliferation referred to above would give us a screen
behind which we could, as requirements dictated, operate missions
against critical U. S. targets without increasing the general background
noise level occasioned by the physical presence of U-2s.
