MEMORANDUM FOR: Chief, Intelligence Division, OSA
1. I raised the question of a technical camera sstems briefin
for the COMOR membership on OXCART with
at the 27 October morning staff meeting, following our conversation
on this subject.
2. 1 told I hat since Dr. Wheelon had indicated
earlier that he felt a COMOR briefing on OXCART/BLACK SHIELD
was premature, we were in need of guidance since rom
DIA had apparently raised the matter again. I added that in view
of the fact that it was now ninety days to the day from the projected
cps readiness date for BLACK SHIELD, and since a good deal of
targeting work had to be done in the interval, the requested briefing
seemed to me to be in order.
3.1 said that we might proceed on an in-house basis
by briefing as Chairman of the PWG,. but that he,
would seek guidance from Dr. Wheelon on the latter's
return to Washington tonight, and would hopefully have word for us
on 28 October. was not present at the morning meeting,
so I have no way of knowing whether this is of immediate concern to
COMOR or if it could wait until Dr. Wheclon's return. Mr. Parangosky
tells me that I Iwhom he would like to have conduct this
briefing, would not be available until 1 November when he returns
from an overseas trip. So if you hear of any date for a required
briefing earlier than that time, please let me know.
