1. Forwarded herewith is APPENDIX A, Directo:rate of
Science and Technology,S - Yeal" ADP Plan. I regret that it was not
possible to meet the original due da~e.
2. L'l your instl"uctions for the preparation of the plan you
stated the need for follow-up l"evisions whenever indicated by
changed chcumstances or intentions. The ADP plaj:ming effort in
this Directorate has been dynamic in the most classic sense of that
word. I found that changes were occurring at weekly, if not daily,
intervals during the time in which the plan was being prepared.
For exarr~ple:
--OSAls plans ior OXCART were reactivated and support
thereto has become a number one priority.

--OCS has revised its hardware plan for the March 1967
to March 1968 period to compensate for slippages in
IBM software deliveries and to provide for increased
computer workloads.
--New security requirer-gents for ,ADP systems and pro-
cedul'es are increasing manpower requirements and
IT.ay increase hardware requirements (i. e., COlL"\IS -like
networks may require separate systems).

--Ag(;~lcy-wide interest in remote computer console devices
is impacting significantly on OCS system planners
and. on technical pers or.nel in the Office of ComIT.unications
and the Office of Security.
3. While thes 03 changes and reviews undoubtedly will lead to
rn.odification of the plan, I feel that the attached is a reasonable state-
ment for our first effort.- Its translation into hard figures in subsequent
budget years, of course, will entail specific case-by-case review. The
details called for in your staff1s instructions for pl'eparation of the plan
have produced a staggering accumulation of statistics whicf'., I feel,
reflect deceptive precision; the Agency, generally, just hadnIt focused
that clearly for accounting purposes on ADP support which was integrz..l
to their individual proje cts.

increasing S&: T Directorate AD? involvement in Agency activities are
the man-year totals (including cqntractors) for FY -64 to FY -7 3 (projected.}:
