Moreover, during the past few years, the terrorists have become much more sophisticated in their methods of attack and target selection. Terrorism is not a short-term problem. From all indications, the Intelligence Community will be faced with significant challenges in combating international terrorism in the future. In order to overcome these challenges, the full commitment of the Intelligence Community and additional resources will be required. This study was initiated by the Critical Intelligence Problems Committee (CIPC) at the direction of the DCI to examine the problems involved in providing timely and efficient intelligence support to counterterrorism. Moreover, the DCI directed the CIPC to identify specific remedial solutions to improve our intelligence gaps on this growing problems.
