PREFACE
International terrorism is one of the most difficult and dynamic
intelligence challenges facing the Intelligence Community today. Moreover,
during the past few years, the terrorists have become much more sophisticated
in their methods of attack and target selection.
Terrorism is not a short-term problem. From all indications, the
Intelligence Community will be faced with significant challenges in combating
international terrorism in the future. In order to overcome these challenges,
the full commitment of the Intelligence Community and additional resources
will be required.
This study was initiated by the Critical Intelligence Problems Committee
(CIPC) at the direction of the DCI to examine the problems involved in
providing timely and efficient intelligence support to counterterrorism.
Moreover, the DCI directed the CIPC to identify specific remedial solutions to
improve our intelligence gaps on this growing problems. The study concludes
that collection is the basic key to the problem and that the intelligence
effort needs to be brought into sharper focus.

Since the CIPC undertook this study effort, progress has been achieved in
a number of areas. However, much remains to be done and we are confident that
the recommendations contained in this study could contribute significantly in
improving our intelligence posture on international terrorism.
