? Terrorism Stud : The DCI approved the Terrorism Study on 19 August. The
study--is presently being published in final form and will soon be
disseminated for implementation as appropriate.
? Narcotics Follow-up Report: The DCI also approved the Narcotics Follow-up
Report. It is also in the print shop being printed in final form.
? Mobile Missile Study: Clarification of a few points in the Mobile Missile
Study has delayed dissemination to the DCI. Those points have been
resolved and the study should be on its way in the near future.

? The working group was reconstituted in June 1985.
? Somewhat broader participation in this working group than last
time--notably by DOE, HUMINT, and SIGINT Committee representatives.
? Perry Panel Study was undertaken in concert with the original CIPC
exercise. The results have been integrated in the Follow-up BMD
Report.
Most important conclusions of the follow-up report:
Improvements to our capabilities for collection, processing, and
analysis have occurred.
However, there are no significant analytical breakthroughs--yet.
Intelligence Community emphasis must be maintained in order to
obtain continued improvements and eventual success.

Subsequent toI opening remarks on the BMD Follow-up Report, you might
add the following points:
? BMD continues to maintain high-level interest in the Intelligence
Community and the Congress. As an example:
- At the request of Tom Latimer, HPSCI Staff Director, on 13 May
briefed Tom and the HPSCI staff on the substance and recommendations
contained in the original BMD Study.
- Upon being informed that the CIPC would be doing a follow-up report
for the DCI on this subject, Tom stated that he was anxious for the
HPSCI members to become informed on this subject, especially the
intelligence gaps and what the Intelligence Community is doing to
alleviate them.
- Moreover, Tom wants the HPSCI members to know that the DCI is
actively pursuing and orchestrating the Community's efforts to
overcome the critical intelligence issues facing it.
- Finally, they requested a copy of the BMD Follow-up Report when it
is completed, and a briefing for the HPSCI members on the role of
the CIPC and how it works.
