The regularly scheduled monthly Committee meeting was held on 20 June 1983. Chief, Arms Control Intelligence Staff, presented a 25X1 most informative briefing on the monitoring/verification process and the role of his staff in support of that process. Most of the remaining time was devoted to a report on the narcotics study (see paras 2-4 below for details). A status report on the cruise missile study was removed from the agenda because of time limitations. A written status report on this subject is being provided separately to members. 25X1 NARCOTICS 2. At the 20 June CIPC meeting, the Chairman of the Narcotics Working Group discussed the Working Group's concern over the estimative procedures in narcotics crop production--an essential element in the narcotics intelligence equation. The increasing policy level demands for such estimates severely tax current capabilities, call for the improvement of collection capabilities and 25X1 analytical effort, and interagency coordination. The NWG is especially concerned with the resolution of competing priorities from The Chairman also discussed the analytical desirability of issuing forecasts to provide the consumer with alert to potential problem areas in advance of crop estimates. 3. The Chairman asked for CIPC endorsement of the preliminary recommendations of the NWG. These recommendations focus attention on the need for the NWG to deal directly with Intelligence Community collection and exploitation committees to consider collection requirements and capabilities. The Principals endorsed these recommendations. 5. The Narcotics Working Group met on 14 and 28 June. Included in their deliberations was a review of staff recommendations resulting from the visit 25X1 to the South Florida Task Force in Miami. CRUISE MISSILES 7. The Cruise Missile Working Group met on 6 and 27 June. At the 27 June meeting preliminary drafts of various sections of the final report were submitted for review and comment by the membership. Regarding the PRC posture review, we have received comments from all CIPC principals and we are in the process of preparing a paper summarizing these responses and identifying issues for discussion by the committee at its 15. With respect to the ACDA request that a study be undertaken on the prospects for CW/BW treaty monitoring, we have held initial discussions with the originating individuals at ACDA and with informal sources within the Community. Our current thinking is that a Working Group will be required for July meeting. this task and we are currently pursuing this course of action. 16.
