A draft set of minutes for the 20 June CIPC meeting was forwarded to the principals for coordination on 29 June. All but DEA have concurred. DEA will furnish a suggested revision within the next day or so. 25X1 ? The Monthly Report for the DDCI was forwarded on 6 July. Personnel ? The sixth meeting of the Narcotics Working Group was held on 7 July. Narcotics Projects and Activities: CIA/ORD representatives briefed the group on an ongoing research proiect to Discussion of legal implications of intelligence support to the law enforcement community was postponed until a special meeting of the Narcotics Working Group on 20 July which will be addressed by Mary Lawton, Department of Justice. Several issue papers that had been prepared for the group were presented and discussed. They include: Coast Guard Intelligence Support and Related Issues; Security Classification for Narcotics Intelligence Information; and, Utilization of National Foreign Intelligence Information in Support of Narcotics Interdiction Efforts. The topic of DIA's Role ? On 6 July, attended the second interagency meeting on the worldwide piracy problem. The Navy presented a briefing on what is known about the problem and the key areas affected. FEMA was to have established a working group on the availability and flow of piracy information and to have had a,-report prepared for this 6 July meeting; however, the FEMA action officer had never conve~-his working group. The working group will finally meet on 14 July and F__]plans to attend. The initial draft of the CIPC discussion paper, which was completed last week and which summarized the substance of the membership's response, is undergoing revision to incorporate CIPC management comments and additional Intelligence Collection Against China: completion of the PRC paper. The Cruise Missile Status Report was completed last week. Copies of the report were sent to members of the CIPC on 11 July. (Attached) ? Additionally, the CM Working Group plans to meet at least twice a week for the next two to three weeks to firm up their recommendations to be contained in the final report. Strategic Cruise Missile Study: ? Finally, their report is presently in the drafting phase and they are working to have a draft report completed for review by the end of July. ? A brief paper discussing alternative approaches to the establishment of a separate tasking organization for MASINT is in preparation. A detailed outline, with a summary discussion, of the pros and cons of each alternative is being discussed with the respective committee chairmen and D/PBS. A complete draft will be available by Friday, 15 July, for formal review and comment by them. The revised paper, incorporating their comments, will be presented to the CIPC at its July meeting.
