Weekly Activities and Status Report for DD/ICS--22 June 1983
CIPC Organizational Activities
? The third CIPC meeting was held on 20 June 1983.
- The full agenda was not addressed because of time constraints.
- The Strategic Cruise Missile agenda item will be provided to the
members in writing. are presently working on 25X1
this and we plan to forward their summary report to the members
late this week/early next week.
? We will be meeting with the Working Group Chairmen and principal staff
officers this week to critique the CIPC meeting and identify requirements and
preliminary agenda for the July meeting.
- Additionally, a pre-meeting with the Working Group Chairmen and
principal staffers has been scheduled for 11 July;
- and the Working Group Chairmen will be tasked to provide drafts of
their respective studies, or portion thereof, by 7 July.
Feedback on the CIPC Meeting
? General Marks' special assistant, Colonel Jim O'Brien, called on 21 June to
report that the General was disturbed and dismayed that some of the material
at the meeting was not the same as the pre-meeting material--narcotics issue
papers. I informed O'Brien that we recognized this; however, the issue papers
handed out at the meeting were developed late Friday evening and were updates
to the original issue paper. Also, General Marks felt:
- the agenda was too full;
- the briefing could have served as the only agenda item 25X1
since this sub sect was more than just informational and should have
been thoroughly discussed;

- with regard to the cruise missile item, General Marks spent considerable
time preparing for this and it was cancelled;
- we bit off more than we could chew!
Personnel
joined the staff effective 21 June.
? We have nominated ~ to attend the newly developed Analysis Support
Course for intelligence assistants on 1-12 August.

CTer, could pull her third interim on the CIPC staff. that should report for
duty no later than 11 July. has been advised of the foregoing.
? ~ returned from Brookings; however, he had to immediately depart to
North Carolina for a family emergency.
Intelligence Collection Activities Against China:
? All responses have been received and analyzed. ~ is presently preparing
a summary report for distribution to the CIPC principals prior to the July
meeting. Subsequent to this he will prepare a presentation drawing on the
summary report, various important research papers, and related NIEs (two have
recently been published) for the July meeting and concurrently seek guidance
and recommendations from the members on how to proceed on this subject.
CW/BW Treaty Monitoring Study:
? Nothing of significance to report since previous report.
Imagery Exploitation Planning:
? Nothing of significance to report since previous report.
Narcotics Projects and Activities:
? The Narcotics Working Group met on 14 June. The DDI Strategic Branch
presented a general outline of the methodologies involved in forecasting and
assessing narcotics crop production. The NWG endorsed the Chairman's
recommendation that DDI incorporate these concerns in an issue proposed for
the 20 June CIPC meeting.
? The NWG also reviewed staff recommendations resulting from the visit to the
South Florida Task Force (SFTF) in Miami. These recommendations included:
(1) the question of ensuring that the law enforcement agencies are cognizant
of the most suitable and effective ways and means to task the national
intelligence system, and (2) the opportunity for law enforcement elements to
obtain significant computer support at a relatively inexpensive price tag.
The NWG endorsed these issues for consideration and review by the CIPC on 20
June.

? The next Working Group meeting is scheduled for 28 June.
9 On Friday, 17 June, a meeting was held with Captain James Haas, Chief of
Intelligence and Security Division, Office of Operations, USCG. The
discussion focused on our observations resulting from the Miami trip, the
