SUBJECT: Minutes of the Fourth CIeting, 25 July 1983

MINUTES OF THE MEETING
The Chairman, convened the meeting by welcoming
those who were attending for the first time:
? Alternate for Mr. Robert E. Rich, DD/NSA;
? MGEN James C. Pfautz, ACSI, USAF, Member, replacing MGEN Marks;
? COL Eleas A. Cozanitis, Alternate for MGEN William E. Odom, ACSI,
Army; and
? BGEN Lloyd W. Smith, Director of Intelligences US Marine Corps,
Member, replacing Mr. John J. Guenther.
The Chairman noted that there were two items on the agenda: (1) a
recommendation for the establishment of an Electromagnetic Intelligence
(EMINT) Committee, and (2) a recommendation for forming a working group to
review the US Intelligence Collection Posture on China. The Chairman also
noted that one hour had been allotted to these issues and that he would like
to maintain this schedule.

The Chairman next provided status reports on two projects which are now
under way in the committee: the narcotics and the cruise missile studies.
? Narcotics: The Chairman reported that in the upcoming months the
Narcotics Working Group will be meeting regularly. He noted that
there has been much turmoil in producing the narcotics study. We
have worked in coordination with the Vice President's Office and the
Intelligence and Law Enforcement Communities. There have been some
difficult legal considerations. Justice is being pressed to decide
just how far intelligence can go in this area. He also mentioned
that the working group is developing collection guidance for
DIA at their request. He concluded by stating that the narcotics
study is expected to come to fruition late in August.
? Cruise Missile Stud : The Chairman reported that the cruise missile
study is nearing completion and announced that he felt the August
meeting of the CIPC would be devoted to considering the cruise missile
paper. He stated that the working group has produced a fairly
substantive document. The working group ex ects to have the paper
ready for CIPC coordination in mid-August.
? Mr. Briggs pointed out the need for the members to receive their
meeting material as early as practicable, preferably at least one
week in advance of the meeting date. He said that the time allowed
at present was inadequate. For example, he received his material
for today's meeting on Friday evening and the Committee was to meet
on Monday morning. He acknowledged that the DCI registry got the
material on Wednesday afternoon, and concluded by stating that there
needs to be much more preparation time allowed, particularly when
dealing with issues as detailed and as complex as those considered at
the current meeting.

The Chairman responded that we were very conscious of the need for
advanced distribution of meeting papers, that we were working on this problem
very, very hard and that it continues to be our objective to provide the
principals their material at least a week in advance.
Miss Page, DD/ICS, observed that the channels through which our normally
highly classified materials must move are very slow and cumbersome. As a
result additional time was required--perhaps several days--for the material to
pass through such channels. It was agreed that materials would be distributed
as much in advance of the meeting date as possible and, if necesasry, special
couriers would be used.
The Chairman adjourned the meeting at 1100 hours.
Summary of Action Items
? The Committee approved the establishment, on a trial basis, of
a MASINT subcommittee under the auspices of the SIGINT Committee.
? Approved the terminology "MASINT" vice "EMINT."
? Concurred in the development of a study TOR that will address specific
intelligence gaps on China.
CIPC-Related Meetings
The next monthly Committee Meeting is tentatively scheduled for 1000
hours, 29 August
The Narcotics Working Group is scheduled to meet on 5 August.
The Cruise Missile Working Group is scheduled to meet weekly during the
month of August in order to finalize its report
