. 1. CIPC Meetin : The committee did not meet during December. The next
meeting will be scheduled in February 1986 to discuss the Mobile Missile Panel's
Report for the Defense Science Board (DSB).
3. In addition, Chairman of the Mobile Missile Panel, briefed
members of the DCI's Scientific and Technical Advisory Panel (STAP), who are
examining various aspects of the mobile missile problem at the request of the
D/ICS. the STAP Member summary of the Mobile Missile

SUBJECT: Status Report on CIPC Projects and Activities--December 1985
6. Measurement and Signature Intelligence (MASINT): On 31 December 1985,
the D/IC , wit t o concurrence of the UCI, tasked the CIPC to review the
present status of the MASINT Subcommittee and provide the DCI a recommendation
on whether or not MASINT should be elevated to a separate DCI collection
committee. This effort is essentially completed, and we provide the DCI
the committee's recommendation before the end of January.
