SUBJECT: Status Report on CIPC Projects and Activities--May 1985
1. CIPC Meetin : The Committee did not convene in May because the Mobile
Missile ane needed additional time to fine-tune and coordinate the draft
study. This effort has now been completed, and the Mobile Missile Study will
be the primary agenda item at the CIPC Meeting scheduled for 1500 hours, 17
June 1985.
2. Soviet Strategic Cruise Missile Stud : Subsequent to DCI approval of
the Follow-Up Cruise missile Report on 15 April 1985, the report was forwarded
to the print shop for hard copy publication. Production of the report was
completed during the month, and copies have been distributed to all interested
parties and organizations, including the NFIC.and CIPC Principals, for their
information and use as appropriate. In addition, the DCI has expressed his
appreciation to the CIPC for a "job well done." He noted that the Committee
efforts have contributed significantly in improving our intelligence posture
on this critical problem. With the publication of the Soviet Strategic Cruise
Missile Follow-Up Re ort CIPC activities on this subject have been concluded
for the time being.
3. Narcotics Intelligence: A follow-up report, detailing the progress
made on the imp emen a ion o the more than 50 recommendations included in the
CIPC Narcotics Study, is nearing completion. Inputs have been received from
most members of the intelligence and law enforcement communities involved.
The NIO/Narcotics has been kept informed of the general outline of the study,
and has urged that the CIPC be candid and forthcoming about the challenge
which lies ahead of the Community. CIPC staff members have consulted with a
number of representatives on the Working Group; have conferred with the Office
of General Counsel; and have explored potentially significant narcotics

SUBJECT: Status Report on CIPC Projects and Activities--May 1985
4. The CIPC staff and the NI0/Narcotics have kept. in close touch
concerning the briefing that the DCI is scheduled to give the National Drug
Enforcement Board. On 20 May 1985, the DD/ICS sent the NIO/Narcotics a
memorandum detailing the steps the IC Staff, in coordination with the
Community, has taken to improve all-source intelligence coverage of the
illicit narcotics target. The NIO/Narcotics will incorporate the substance of
this memorandum into the DCI's briefing material.
