Pfautz Acting Chairman Status Report on CIPC Projects and Activities--November 1986 1. CIPC Activity: The Committee did not meet in November. A CIPC meeting is scheduled for 8 December. The CIPC studies on intelligence support to SDI and will be presented to the members at that time. (NOTE: At the December meeting the study was enthusiastically approved by the Committee, however, the SDI study was remanded to the working group for greater specificality. These studies will be forwarded to the DCI and DDCI within the next week or two for your review and NFIC consideration. As you will recall from last month's report, the CIPC staff has been reviewing the FLASHBOARD and DESIST systems in response to a recommendation contained in the CIPC study on terrorism. Progress is being made and the review should be completed in December. The CIPC staff development of a method to evaluate various collection systems mixes has reached the point where a prototype model was briefed to the Director, Intelligence Community Staff in November. A software programmer has been provided by CIA/OIT to further develop the model. Meanwhile, an implementation plan is being prepared. 2. Intelligence Support to SDI: The working group established to examine intelligence support to the strategic Defense Initiative (SDI) completed its task in November. The study proposes a number of ways the Community can become more responsive. This study concentrates on improving intelligence suppprt to those who must make decisions concerning the SDI program.
