MEMORANDUM FOR: Deputy Director of Central Intelligence
SUBJECT: CIPC Monthly Report--September 1986
1. Committee Meeting:
The Committee did not meet in September. The next meeting is
for November to discuss several studies currently nearing completion.
2. Mobile Missile Study:

The CIPC staff continues to participate in the DCI's Mobile Missile
Task Force effort. The CIPC Vice Chairman represents the Intelligence.
Communi'ty.Staff on the Collection Systems. Working Group. The staff has been
involved in developing various collection options to improve the intelligence
coverage of the mobile missile problem. Upon completion of the work of the
DCI's Task Force, the CIPC is prepared to develop an implementation plan for
the recommendations contained in the Task.Force's report.
3. NFIP Support to Contingency Operations:
The working group on NFIP support to contingency operations met in
mid-September to review a draft report. Recommended changes have been
incorporated-in a revised version. In addition, the name of the,`, study has
been changed to NFIP Support to Limited Military Operations whih better
represents the scope of the study. The final draft should be ready

The CIPC staff has been participating in weekly sessions of the IR&DC
working group chaired by Dr. Craig Fields, Chief Scientist at DARPA. This
group is preparing a report for the DCI on advanced technologies that could
have intelligence applications in low-intensity conflicts. The working group
is receiving inputs from the Community on candidate technologies and should
complete its report by October.
7. Other CIPC Staff Activities:
A first draft of this study has been provided to the I Working
Group with comments expected by the end of October.
