Measurement and Signature Intelligence (MASINT) Report: We reported in the December 1985 Monthly Report that the CIPC had been tasked to review the status of the MASINT Subcommittee of the SIGINT Committee and provide the DCI a recommendation on whether or not MASINT should be elevated to a separate DCI collection committee. The CIPC has now recommended the establishment of a MASINT Committee with responsibility for the efficient and timely management of MASINT intelligence requirements. The DCI subsequently approved the CIPC recommendation. 7. CIPC Studies: Attached for your information is a chart depicting the status of the CIPC's 1985 study agenda. In essence, the report denotes that the CIPC has completed all of the studies that the DCI tasked us to undertake and that all of the working groups associated with these studies have been disestablished. China and terrorism are the only two topics on the chart for which follow-up reports are outstanding. We are in the process of turning our attention to the following study efforts tasked by the DCI on 27 January: Terms of Reference for these studies are being drafted, working group chairmen are being selected, and interagency working groups will soon be formed.
