Work continues on redrafting the Cruise Missile Report, however, it is going to take longer than originally planned--a substantive gap has been identified. We should have a draft report ready for your review by the end of the week. ? We now understand that a DDO representative will be in attendance at the final CBW Intelligence Subcommittee meeting scheduled for 4 March 1985. Apparently, common sense prevailed and we did not have to intervene. ? NSA will be interviewing 8-10 individuals for the CIPC staff position. This process should be completed by the end of next week. NSA will give us the opportunity to interview the selectee before a final decision is made. Their plan is for the NSAer to EOD here by April. Terrorism Activities: discuss the current draft of the Terrorism Working Group's study on counterterrorism. Charlie stated the report contained a considerable amount of useful information and recommendations. He nevertheless did not endorse its publication for two principal reasons: First, the costs referenced were based on NSDD-138 estimates, now eight months old and possibly "OBE'd" by virtue of having been incorporated to some unknown extent in the FY-86 NFIP. Charlie believes that the NSDD-138 has unfortunately proved a worthless exercise. He has pushed Ollie North to generate a NSC response to the DCI's NSDD proposal, but to no avail. He plans to see Arnie Donahue, OMB, this week on the same subject but expects only to be told that unprogrammed resources would have to be "taken out of hide." Charlie's second point was that the report does not offer a well focused unified strategy against terrorism. In his capacity as NI0/CT, Charlie expects to formulate such a strategy in the coming year and proposes that such a study would more appropriately emanate from that strategy, rather than precede it. When pressed on what a counterterrorism "strategy" might look like, Charlie replied that the closest thing he had yet seen to his concept of such a strategy was the NSDD-138 response. ? Charlie noted that the report had already produced significant benefits: the Community Terrorist Alert System (FLASHBOARD), coordination of R&D work in counterterrorism, identification of training needs, even the ideas on assertive Community leadership. But work on all of these has already commenced. Including them as recommendations in the report would, therefore, be superfluous. Charlie suggested the report be remolded into a vehicle that would briefly inform the DCI of progress made in the counterterrorism community and provide the CIPC with advice on general directions toward further progress. International Narcotics: ? After conferring with State/INM andl George will not be attending the Panama narcotics conference. Service with CIPC has certainly provided the opportunity to grow in knowledge and ability that I requested during my ICS assignment interview. Hopefully, that growth has proven to be mutually beneficial. TOP SECRET ? The task force completed its review of a second draft of a preliminary report on this subject on 26 February. A clean version will be ready by the end of the week. Combat Intelligence Analysis: ? In attempting to arrange the final CBW Intelligence Subcommittee Meeting on 4 March, it has been evident that the clout of the subcommittee has been diluted by the DCI's 24 December memorandum which disapproved its CBW Intelligence Subcommittee: establishment. Miscellaneous: N is entering the final stage. A draft is due the NIO/EA on 27 February 1985. drafting of the Memorandum to Holders of the Korean Warning ?
