All agency comments have been received and incorporated into the Cruise Missile Status Report. Paul has provided ES/CIPC and VC/CIPC a new draft, however, it will require considerable rework before it is ready for your and the CIPC's review. We will develop a new draft by next Wednesday and have the report ready for a March CIPC meeting. ? Charlie Allen has appointed hairman of an IICT subcommittee on collection requirements involving counterterrorism (Attachment A). ? The Narcotics Study contained a recommendation that the respective collection committees identify a point of contact with OVP/NNBIS. Although this has been accomplished, the HUMINT Committee's formal appointment by memorandum is noteworthy and appropriate. There is merit for the other collection committees to follow suit (Attachment B). ? Attached is a memorandum from Kenneth Adelman to the Secretary of State on the Proliferation of Chemical Weapons, which provides some recommendations on how the US might tackle this problem.
