CIPC Organizational Activities
? The China Study has been forwarded to the NFIC members for their review
and concurrence, with a suspense date of 28 December.
? The CBW Study is still with the DCI.
? Personnel:
25X1 - COMIREX is "delighted" to have Willi work on the FIRF.
reports that COMIREX is short handed and Willi could give the FIRF
concept, methodology and application the kind of scrutiny and devil's
advocacy that it needs. (Note attached.)
- Ray met with General Pfautz on 17 December to arrange for a
replacement for etc.

Since this is our final report to you before Christmas, on behalf of
the CIPC staff we wish you a Merry Christmas and happy holidays; this
has been a good year.
It has also been a busy and productive year for us and I am personally
pleased at the success we have enjoyed in the two years we have been
in operation, particularly the past year. As you very well know, the
Committee and staff have successfully completed a number of
significant tasks this year.
? The task force met on 13 December to discuss a draft DoD/OSD memorandum
detailing the ongoing activities within DoD to support the intelligence
needs of theatre commander. The NSA representative informed the group
that he had the benefit of a one-on-one conversation with General Faurer.
The DIRNSA is anxious to ensure that the best possible coordination is
being developed at all levels in planning tactical intelligence support
for theatre commander so that national perspectives are being fully
considered.
Combat Intelligence Analysis:
? The task force discussion which ensued disclosed that: The three
disciplines involved in DIA 's tactical intelligence support architecture
are not operating from a common methodology; and the program managers who
have to verify national intelligence requirements are not being brought
into the planning stages at an early enough stage.
? The DIA representative will develop a paper addressing the issues
mentioned above which may well form the basis for some specific
recommendations for the working group's next meeting.
? Two meetings of the CBW Subcommittee were held during the week.
- On 12 December the group met to hear a two-hour presentation on the
CBW-associated missions, functions, responsibilities, and resources of
Dugway Proving Ground.
- On 17 December the group was briefed by CIA and DIA on the CBW
functions and resources of the two organizations. As a result of
concerns expressed during the visit to CRDC, a representative from
FSTC was in attendance to discuss the sample collection team,
specifically, the collection guidance provided to the team, the
condition of samples received, the sample descriptions provided, and
CBW Intelligence Subcommittee:
the time lag from collection to receipt by the labs.

? On 19 December Carol will meet with both the Commandant and the Dean of
the Defense Intelligence College to discuss inclusion of CBW concerns
within their intelligence training activities.
? The initial draft of the Cruise Missile Status Report was completed on 17
Cruise Missile Study:
25X1 December. all day Tuesday reviewing and making
such corrections as appropriate to e draft. The draft will be provided
to the ES/CIPC by COB Friday.

Terrorism Projects:
? A new NIO/CT will be identified sometime before the end of January. Dave
announced via FLASHBOARD on 18 December that Charlie Allen is being
actively considered as a replacement; however, Charlie's current office is
resisting his reassignment, so the decision is far from final.
? The arrival of a new NIO/CT makes our working group report on
counterterrorism very timely. In many respects it constitutes an agenda
for the incoming NIO/CT. The content of that report currently appears
sound; however, problems need to be ironed out regarding its format and
level of detail. ants to discuss this matter with you.
