CIPC Organizational Activities
? The CBW Study was forwarded to the CIPC Principals on 18 September for
their final review and comment by 28 September.
? We convened a meeting of the CIPC Working Group Chairmen on 18
September. The meeting was very productive in that the chairmen
gained an insight into the success and problems faced by the
respective working group chairmen. In addition, the chairmen provided
us a status report on the various CIPC studies and their future plans.
? 0 met with yesterday to explore the possibility of
expediting assignment to the CIPC staff. Will provide
you details when we meet.
? have completed their review of the China Study. 0 has 25X1
been tasked to:
sharpen the Key Judgments;
sharpen the Recommendations and make them actionable;
finally, add a paragraph to the Preface explaining how the annex
evolved and the fact that it was developed in concert with the
NIO/SP.
? We continue to refine the CIPC Assessment Concept.
? 0 is scheduled to brief the DDS&T Career Development Course on the
mission and functions of the CIPC on 25 September. There are
professionals in this particular class, with an average grade of 13.2;
average years of CIA service 11.6, and average age of 39.5 years.

Only one has anything to do with intelligence production are
associated with the three collection disciplines. The remainder are
technicians.
Narcotics Activities:
? Dattended the State/INM Intelligence Coordination Meeting on 12 25X1
September. Among the topics discussed were:
- There is new proposed "Drug Czar" legislation contained in House
Resolution 4028, which passed the House on 11 September and is now
at the Senate Governmental Affairs Committee. It revises the
authority of the Office of Drug Abuse Policy (ODAP) in the White
House. Under the bill's provisions, a Director would be appointed
by the President to head the ODAP (the bill specifically names the
Vice President as one possibility). Under the Director, there 25X1
would be a Deputy Director for Drug Abuse Prevention and a Deputy
Director for Drug Enforcement.

Mobile Missile Study:
? As has been the practice, the Mobile Missile Panel met twice last week.
- On Wednesday, 12 September, the Panel examined the NRO Preliminary
Assessment Study in considerable detail. This was a follow-up to
the NRO's briefing last Thursday, 6 September.
- On 13 September, the Panel reviewed and revised a draft status
report on their activities to date which is intended to support
possible discussion of this topic at the "Off-Site" Conference
later this week. The Panel schedule was confirmed for the
remainder of September and plans for future work sessions were
discussed.
CBW Study:
? On 17 September, ~ met with) to finalize details for the
21 September subcommittee meeting. He has asked his staff to prepare
a draft TOR; we will see the draft prior to the meeting.
- Our latest information is that CIA is still planning not to send a
representative to the meeting.
