CIPC Organizational Activities
? The CBW Working Group met on 25 July to discuss and fine tune the CBW
Study particularly Dave Low's alternative recommendation on the
establishment of a CBW subcommittee. (MFR attached)
- You will recall that State Department, AMB McNeil, is insistent
that certain policy statements in the study be deleted. However,
the working group is equally adamant that they remain in the study
and suggested that State could provide a footnote.
The CBW Study was discussed at the MIB yesterday, however, the
discussion was held in executive session and the results are not
readily available.
? We have not yet received a response from GEN Faurer regarding our
proposal on the Combat Intelligence Analysis issue. However, we are
aware that NSA is still staffing it.
? Executive Secretary Mobile Missile Panel, reported for
duty on 30 July.

China Study: 25X1
? Comments from the NI0/EA, CIA/DDO and DIA are being coordinated within 25X1
the working group for integration into the final report. Issues being
addressed are:
- The problem of what to do about the annex proposed by the NIO/SP
remains unchanged. CIPC staff will prepare an issue paper for
CIPC management summarizing the conflicting views within the
working group on the appropriateness of publishing this piece.
There is scant prospect of reaching a working group consensus on
this matter, hence it seems necessary for the CIPC to decide.
Ballistic Missile Defense:
? During the week of 23 July,l (called together a group of
working level people from DIA, NSA, DoD, State and ICS to help amplify
and refine a set of papers on options for dealing with the Soviets
with regard to an ASAT treaty. Likely Soviet initiatives and
responses were discussed, as were our capability to monitor activity
? Work will begin soon on ascertaining the status of implementation of
the Cruise Missile Study. A memorandum is being drafted to the
Program Managers requesting that they identify what initiatives are
underway or programmed which respond to the recommendations contained
in the Cruise Missile Study.
NSDD 138, Combatting Terrorism:
? Dave Whipple, NIO for Counterterrorism, reported tol on
Monday, 30 July that the DCI has said he was very pleased with our
NSDD-138 response. It was the right length and did not provide too

He added that we must
get on with the task of improving the Community's counterterrorism
capabilities in general, but should undertake nothing which would
pre-suppose the availability of additional funds. The DCI pointed out 25X1
that he would be away on Tuesday, 31 July, but would be back Monday
thru Thursday of the following week. Dave presumed this was an
oblique way of saying he would discuss the matter with the IC Staff at
the usual Tuesday session. Dave was uncertain about what action this
implied. He is sensitive to the DDCI's preferences that NIOs stay 25X1
away from resource matters and was, therefore, simply passing this to
us as a "heads up." Dave does not intend to take any action himself.

MEMORANDUM FOR THE RECORD
SUBJECT: CBW Working Group Meeting, 25 July 1984
1. On 25 July 1984, I chaired a meeting of the CBW Working Group to
discuss the compromise proposed by Miss Page and David Low. All members of
the Working Group attended (although we now have a number of new faces due to
summer job changes).
2. David Low outlined the proposal for the establishment of an
Interagency Working Group for CBW Intelligence and a CIPC CBW Executive
Subcommittee. He discussed the three equities involved in the problem (the
needs of the operating Intelligence Community involved in day-to-day
intelligence analysis and production, the need for the CIPC to insure adequate
follow-up of the Working Group recommendations, and the need for a focal point
for centralized coordination of CBW intelligence), and discussed how this
proposal would satisfy these needs
3. After a general discussion, each of the representatives was asked to
state his views on the proposal. The following summarizes the reactions of
the Working Group:
? The Group (with the exception of CIA) still generally prefers a DCI
Committee, but can accept this proposal as a substitute.
? The Working Group acceptance of the proposal was with the
understanding that the Executive Subcommittee would have a limited
function: to review the implementation of the recommendations of the
CBW Working Group report. It would not have operational control/
authority over the day-to-day activities of the Interagency Working
Group. -
