CIPC Organizational Activities
? CIPC meeting is confirmed for 16 July at 1530 hours.
CBW Working Group:
? The CBW Working Group met again on 27 June, as directed by the CIPC.
A new draft of the report has been prepared which incorporates the
decisions of the 25 June CIPC meeting and the additions and revisions
made at the 27 June meeting of the working group. The revised draft
should be ready for distribution to the principals 6 July.
Security Panel Report:
? The report has been distributed to the CIPC principals, working group
members, and other interested parties. No feedback has been received
to date.
BMD Report:
? A new deadline--Friday, 6 July--has been set for taking the Report to
ETECS to get them working on a proof copy. This action was
necessitated by the staff editor being out on sick leave.
Arms Control Collection Initiatives Working Group:
? The working group has completed their initial review of all Program
Managers submissions. Inputs have been ranked on a scale of one to
three according to their utility for monitoring aspects of one or
more related treaties, and also on a scale of one to three according
to the feasibility of their succeeding at the chosen monitoring
task. Q is now assisting the working group chairman in drafting
conclusions and key judgments relating to this exercise.

China Study:
? The process of accommodating comments received on the revised working
group draft report continues at an intensive pace. A series of small
group meetings was held during the week. Additionally, the CIPC
project officer met individually with the State Department designee,
and on two occasions, the DIA designee.

NSDD 138 Combatting Terrorism:
? As of 3 July, only DOE has replied tol I18 June
request to Program Managers for a prioritized list of possible
counterterrorism initiatives. Friday, 6 July is the deadline. We
plan to work over the weekend to get the responses compiled and in
the hands of the CIPC members by COB Monday 9 July. That leaves just
one week before the CIPC is scheduled to meet to determine a
Community ranking of these initiatives.
