CIPC Organizational Activities
? The Mobile Missile Panel continues to meet almost daily in an effort to
produce an agreed-upon final report by 31 May. They have sustained this
pace for over two weeks.
? The BMD briefing for Bud MacFarlane is scheduled for 3 June at 1400. Ed
Collins is prepared and his briefing material has been completed. In
addition, Ray has made arrangements for Ed's equipment needs through the
White House Situation Room.
? The revised CBW Intelligence Subcommittee Report is presently being
reviewed by Bob and Ray. We should have it ready for your review by the
end of the week.
? On 28 May, ttended the first NIO at Large Warning and
Forecast Meeting devote to CBW. The need for such a meeting was
identified by the CIPC CBW Subcommittee.
- The meeting apparently went well and was limited to warning and
forecast issues, however, Paul believes that, in time, the scope of the
meeting will be broadened because of Community persistence/pressure.
? Work continues on drafting the Narcotics Follow-up Study. An initial
draft is scheduled to be completed by the end of next week. Paul
continues to help George with the follow-up study. Last week Paul visited
DIA and the US Custom Service, where he obtained their perspective on
narcotics intelligence. While at Customs he arranged for a meeting with
Narcotics Intelligence:
Janet Labuda, Customs program officer,
Intelligence Community. Additionally, Paul is continuing to research the
flow of information from law enforcement to the Intelligence Community and
reporting from intelligence collectors on narcotics-related subjects since
1982.

? Jim attended the third meeting of the IR&DC's Steering Group for
Counterterrorism R&D. His MFR is attached.
International Terrorism Activities:
? The DO counterterrorism briefing that we mentioned last week will be
provided in Bob's office on Thursday at 1030.
? The final draft of the report by the IICT's Subcommittee on Requirements
Management has been prepared. It is being reviewed by the subcommittee
members and their comments will be provided this week. Jim hopes to
submit the report to Charlie Allen by 3 June.
? The Executive Secretaries of the Defense Science Board Task Force and the
Air Force Scientific Advisory Board Committee on mobile targets requested
a copy of the CIPC/MMP report, especially the Conclusions and
Recommendations, as soon as we could give it to them. The Committee
Chairmen and Executive Secretaries have been very helpful in sharing
Mobile Missile Study:
information with us on the mobile missile topics. The next two scheduled
briefings are the result of the DSB's information sharing efforts.
? On Friday, 24 May, the Mobile Missile Panel sent a cable to the Rome Air
Development Center at Griffiss AFB, NY, requesting three demonstrations
and a briefing. The topics requested are: precise target geopositioning,
advanced sensor exploitation, cartographic applications to tactical and
strategic systems, and advanced imagery exploitation. RADC has been
performing research in all these areas and all are relevant to the mobile
missile problem.
Soviet Ballistic Missile Defense:
? Last Thursday, Rich contacted Executive Secretary for the NSA
SIGINT Exploitation (Perry) Pan status of the panel's final
report on BMD. Bill hopes to have a draft ready for the CIPC by mid-June.

Future Intelligence Requirements Forecast (FIRF): William D. White
? The FIRF-based Collection Strategy Evaluation Method (CSEM-FIRF) under
development by the CIPC staff was completed and passed to the VC/COMIREX
for his review and technical critique. Subsequent to his review, CIPC
staff attention will focus on preparing a nontechnical overview briefing
of what the method seeks to accomplish, how it goes about it, and the
pivotal implementation issues in plain English terms.
