We need to discuss the Ballistic Missile Defense Briefing for Bud McFarlane, scheduled for the week of/1Z May. Meanwhile, information for the briefing is being compiled. .2Z> ? The Terrorism Study is being updated preparatory to sending it to the DCI. ? The staff paper on "Designer Drugs" has been completed; however, it needs some minor adjustments. We will provide you a copy when we meet. ? It appears we will have to schedule our next CIPC Meeting in early June. We are faced with a holiday at the end of May, and I do not anticipate the Narcotics Follow-Up Report or the Mobile Missile Study being completed in time for an earlier meeting. ? Personnel - will report for duty on Thursday, 9 May. Other--oral update will be provided. Goldie will be going into the hospital on 4 June. She will be on sick leave four to six weeks. EOD is no later than 1 July. ? On 1 May, the draft final report of the panel was provided to the members. Meetings to discuss the report have been schedule every workday during the 14-24 May time period, except Monday 20 May. The target date for a panel-approved final report is 24 May. Ed and Jim have been working with Ito develop DCI-directed supplemental FY 1987 guidance on the mobile missile problem. 25X1 CBW Intelligence Subcommittee: ? Work associated with the CIPC CBW Intelligence Subcommittee slowed last week with the submission of the subcommittee's report to you. ? Paul now has turned his attention to supporting the Narcotics Follow-Up Study that is being orchestrated by George. One of his first tasks--beyond attempting to obtain a working knowledge of the topic--was to review the status of those recommendations in the CIPC Narcotics Study dealing with DCID 1/2 priorities. You will recall that the CIPC Narcotics Working Group had proposed that consideration be given to assigning one priority for narcotics worldwide. ? On 6 May, George and Paul visited the intelligence element at the Coast Guard Headquarters here in Washington and toured the Intelligence Coordination Center. Narcotics Intelligence: ? On 30 April, the Narcotics Working Group met to review the drafting procedures and responsibilities for the follow-up report to the CIPC Narcotics Study. More than 20 representatives of concerned agencies were present, including the NIO and A/NIO for Narcotics. The discussion centered on the terms of reference for the report, and the general themes which the paper should address. The working group was informed that we would like to complete a draft of the report before the end of the month, and that the quicker written responses can be forthcoming the better. ? A copy of the CIPC Narcotics Study has been provided to the Office of Development and Engineering (ODE) in the DDS&T for background and briefing purposes. As you know, ODE has been working very closely with us in their development of technical equipment to identify and locate drug producing factories.
