SUBJECT: Merchant and Fishing Fleet Intelligence
1. As an initial step toward providing the ICS support requested by the
DNI, I would like to obtain from you (and ultimately from the other players)
background information and views that will help to bound the problem and point
to potentially feasible courses of action. These inputs can be provided by a
combination of briefings, written material and joint discussions at a get
together which should be scheduled as soon as possible. I would like to have
the following subj ects/questions specifically addressed:

- The DNI's goal is to allocate requirements and share
responsibilities for collection management, processing and reporting on
the merchant problem among user departments and agencies. What are the
Navy's thoughts on how this might effectively be done?
2. Please notify me when ready on the above so that we can schedule the
meeting. I would also ask that you review the ICS staff study on NOSIC
mership/fishing operations done in 1980, indicating to me those significant
aspects requiring correction or update.
