SUBJECT: Intelligence as a Force Multiplier--Meeting with ITENCAP

1. land I met with in her office at the Pentagon.
TENCAP--Tactical Exploitation of National Capabilities--was originally part of
the Defense Reconnaissance Support Program (DRSP). In 1977, Congress mandated
that each service would have a TENCAP entity responsible for independently
performing an impact statement for the Congress on how any proposed space
reconnaissance system would assist it in its warfighting missions.
2. In the Army, TENCAP is a "full-fledged" $86 million R&D program. The
Air Force is spending $5 million, the Navy, $7 million. DIA's budget is $200
thousand (covering 4 "action officers"). All of the funding is TIARA, but
only the Marine Corps' TENCAP falls within the purview of intelligence.* Thus
There are five Army ITEPs and the
Air Force has one. The field element consists of one van and 6-8 analysts.
The analysts correlate--"fuse"-
Under the Army's chairmanship, the Service TENCAPs have generated an
elaborate contractor-produced manual called the Joint Tactical Exploitation of
National Systems (JTENS)--see file. (The Army was the first
service to study utilization o assets.

3. The U&S commanders are not happy about TENCAP, ITEP in particular.
They see them as violating basic command and control principles in that the
field components of the services are able to get information much sooner than
they get it. One of duties is to somehow deal with this problem as
part of DIA's response for satisfying intelligence requirements of the
U&S commands. NSA also doesn't like TENCAP because it loosens its grip on the
systems it flies. The NRO's involvement is heavy and positive. And the new
Space Command is maneuvering to become the "super TENCAP" for the U&S commands.
4. TENCAP has made some progress in the area of intelligence policy and
procedures, for example in the release of intelligence to third parties, and
in the development of declassification and decompartmentation guidelines. In
