1. In accordance with the tasking of reference, the Computer
Security Subcommittee has reviewed the proposed securing of the
Community On-Line Intelligence System (COINS)
This review has been made by the Subcommittee itse and does not
represent a coordinated Intelligence Community action.
2. Attached is a proposed response to the Chairman, IHC,
detailing the recommendations of the Subcommittee in this matter

3. While the attached response does not represent a final
resolution of the security issues involved in the proposal, it does
