dtd 8 July 1983, subject: Summary of First
Steering Group Meeting
1. Attached for your signature is a proposed memorandum to the steering
group members requesting additional information on the 25 candidate critical
systems that have been identified per your request in the referenced letter
which is attached for background reference.
2. The majority of the responses which identified the 25 "candidate"
critical systems merely provided the names of the "candidate systems"
identified by the steering group members. I feel it is important to have more
information on the "candidate" critical systems before you move forward and
name the 7 to 11 critical systems that will be the focus of some of the
COMPUSEC efforts.
3. It was noted in previous correspondence that the identification of
the critical systems would be a most sensitive issue and would take some hand
holding. Further, we expected that it would take a couple of cycles before
everyone is forthcoming and committed.

SUBJECT: Request for Additional Information on Candidate
Critical Systems

1. In my referenced letter, it was requested that you identify candidate
critical systems for consideration by various components of the COMPUSEC
effort. Some 25 systems have been identified in the responses. At our last
meeting it was noted that the nomination and selection process of "critical
systems" would probably require several iterations. Before we proceed with
the selection of approximately 10 "critical systems," it is requested that
additional information be provided to assist in determining which of the
candidates best qualify for the final list of critical systems. Toward that
end, a set of questions has been prepared in order to obtain additional data
on each of the candidate systems. The list of questions is provided as
Attachment 1. Attachment 2 provides a "List of Intelligence Deni
Information" to be used in responding to the list of questions.
2. It is requested that these questions be answered for each of the
candidate systems identified. Please forward your response to the attached
questions to the Director, Intelligence Community Staff, by 29 August 1983.
After reviewing your responses, I will meet with each of you to discuss the
critical systems list before it is released to the appropriate COMPUSEC
Working Group(s).
3. Dr. Ruth Davis will schedule a project progress review meeting in
early September.

CANDIDATE CRITICAL SYSTEMS
a. Reason(s) system was nominated as a candidate critical system (e.g.,
concern with handling of SCI materiiTTIF(TMRe of users on SCI
material in system, etc.).
b. Principal sources of intelligence information in system (see
attachment 2 "List of Derived Information" and mark appropriately
for each candidate system).
c. Security categorization (e.g., dedicated, multilevel).
d. What accountability system exists (e.g., reference monitor, audit
trails, verification).
e. How are information "labels" retained as information is processed in
the system?
f. What network interconnections are utilized?

What commands/agencies/staffs comprise the user community?
