Minutes of Meeting
Held at CIA Headquarters
Langley, Virginia
18 October 1974
1. The eighty-first meeting of the Computer Security
Subcommittee of the United States Intelligence Board Security
Committee was held between 0930 and 1120 hours on 18 October
1974 in Room 4E-64, CIA Headquarters Building. In attendance
were:

2. The security level of the meeting was TOP SECRET
SI/TK.
3. Approval of Minutes: The minutes of the 20
September 1974 Subcommittee Meeting (M-79) were approved
as written.
4. Intelligence Community Policy Paper on Computer
Security: The Subcommittee discussed the status of the
preparation of the Policy Paper. The Acting Chairman
reported that he had received a rewritten draft of the
Policy Section from the DIA Member. He further indicated
difficulty in reconciling the two drafts towards the
intended all encompassing, single "paper" concept. This
concept was modified, and it was agreed that the "paper"
format would be a general.policy paper with annexes covering
specific problem areas.
The DIA Member addressed the concept, applicability,
and need for inclusion of the "multi-level mode" of operation.
It was agreed that this mode .of operation would be addressed
by the policy paper.
The Acting Chairman then indicated he expected to
have a final draft prepared by mid November.
5. Contractor Presentations: The subject of Con-
tractor Presentations to the Subcommittee was discussed,
specifically one relating to the Systems Development
Corporation surfaced by the Acting Chairman. Concensus
of the Subcommittee was that they did not wish to allow
such presentations to the Subcommittee.
6. Coast Guard Participation: A request for
participation by the Coast Guard (Mr. William Ward) in
the Subcommittee efforts was brought to the attention
of the Subcommittee. The Chairman of the Security
Committee was notified that the Coast Guard would be
welcome.
